Cablecast runs the playout and scheduling behind government-access and public, educational and government channels, including council and board meeting broadcasts. A broadcast is designed to be watched once, which is exactly the wrong property for a public record.
How it connects
Broadcast recordings would be ingested so a public meeting becomes a captioned, searchable record with a retention schedule, rather than a video file on a playout server. Captions matter more here than elsewhere: a public meeting record that cannot be read is a record that does not meet the access obligation it exists to satisfy.
Cablecast's scheduling metadata is what makes the archive navigable, so an engagement would establish what comes across with the recording. A meeting identified by broadcast slot rather than by the body that met and the date it met is nearly as hard to find as no archive at all.
An engagement would also separate the two things people mean by this integration. Bringing past broadcasts in is ingestion. Carrying the live meeting is live streaming, and it is a different piece of work with different failure consequences, since a public meeting that fails to stream is a governance problem the same afternoon. Cablecast stays the playout and scheduling system.
