Two distinct paths, and which one an institution needs depends on where the content is meant to live. LTI 1.3 places the platform inside the LMS as a tool: the learner stays in the course, the video streams from the portal, and analytics accrue where the content is. SCORM packaging goes the other way, exporting content into the LMS as a package the LMS then owns.

Over LTI: roles map from the LMS at launch, deep linking lets an instructor browse and select content from inside the course, and grades pass back to the gradebook automatically on submission. Over SCORM: interaction-level results including time spent are reported to the LMS in 1.2 and 2004.
