SCORM in Both Directions, So Neither Tool Has to Win
This connection is not prebuilt. It would be built to your requirement on the SCORM capabilities the platform already carries, with scope and effort agreed per engagement. Articulate 360, including Rise and Storyline, is the authoring tool most corporate and compliance training teams build in, and it publishes to SCORM. That shared standard is the whole of the relationship, which is why it runs both ways and why neither tool has to become the system of record.
How it connects
Inbound, SCORM packages published from Articulate would be imported and delivered from the portal. Interaction data comes back into the portal's own reporting: participants and attempts, average score, attempts and questions overviews, and time spent. SCORM 1.2 and 2004 are both carried.
Outbound, portal content would be packaged as SCORM for an Articulate-built course to consume. There are two package forms and the choice matters more than it sounds. An online package references the portal, so the media streams from it and access control and analytics still apply. An offline package is self-contained and carries the media inside it, which suits a learner with no reliable connection but means the copy has left the library's governance. An engagement would settle which form each course uses, because that decision is about control rather than convenience.
Articulate stays the authoring tool. Courses are built there as they are now, and nothing about the authoring workflow changes. SCORM is an EnterpriseTube capability, so this connection belongs to a deployment carrying it.
