Most enterprise AI vendor evaluations start with a feature matrix and end with a price comparison. The feature matrix gets filled in, the price comparison gets argued over, and six months later the deployment is stalled because nobody asked the vendor whether they actually meet CJIS or what happens when 5,000 employees hit the platform simultaneously. The feature checklist isn't wrong. It's just not the part that matters for a regulated, enterprise-scale buyer.

This checklist is the version that does matter. Eight evaluation criteria, structured for IT and procurement teams who are scoping AI vendors for healthcare, government, law enforcement, legal, financial services, or any other regulated environment. It covers what to ask, what to look for, and what should disqualify a vendor before you sign anything. Why standard vendor evaluation frameworks fail in regulated industries

Standard enterprise software evaluation frameworks assume a few things that don't hold for AI in regulated environments:

They assume cloud-by-default

A police department running a CJIS-compliant workflow cannot send body-cam footage to a public AI service. A hospital cannot expose PHI to a model that trains on inputs. A federal agency cannot store sensitive data outside FedRAMP-authorized infrastructure. Vendor evaluation frameworks built for general enterprise software treat deployment model as a "nice to have" line item. For regulated AI, it's a pass/fail criterion that has to be evaluated first.

They underweight compliance

Most evaluation frameworks have a single "compliance" line item, which gets a checkmark if the vendor says yes. For regulated AI, compliance is multiple frameworks (CJIS, HIPAA, FedRAMP, GDPR, SOC 2, ISO 27001) and the question isn't whether the vendor claims alignment but whether they have authorization documentation, audit logs, and incident response procedures that survive a real audit.

They treat AI as a feature

AI vendors that came out of the 2023-2025 cycle often built their products around a single model integration with a public LLM provider. That's fine for productivity tools. It's a non-starter for regulated workloads where data residency, model versioning, and explainability are procurement requirements, not engineering details.

The 8-point enterprise AI vendor evaluation checklist

1. Deployment model flexibility

The first question, before any feature discussion, is where the platform actually runs. Vendors should support multiple deployment models so the buyer can match deployment to regulatory and infrastructure requirements, not the other way around.

What to look for:

  • SaaS (multi-tenant and dedicated) for non-regulated workloads
  • Private cloud (Azure, AWS, or other) for organizations with cloud-first IT but strict data isolation
  • Government cloud (Azure Government, AWS GovCloud) for FedRAMP and CJIS-bound deployments
  • On-premises (including air-gapped) for classified environments and defense workloads

Questions to ask the vendor:

  • Which deployment models are generally available today versus on the roadmap?
  • What is the difference in feature parity across deployment models? Some vendors gate AI features behind their SaaS tier.
  • Do you have customer references for each deployment model you offer?
  • What is the migration path between deployment models if our requirements change?

Red flag: A vendor that supports only SaaS and claims they can "configure" it for regulated workloads. CJIS and FedRAMP aren't configurable. They require specific deployment architectures from the start.

2. Compliance framework alignment

Compliance is the second question because it determines whether the vendor can legally serve the buyer's organization. Not every vendor that says "HIPAA-compliant" actually has the documentation to back the claim.

What to look for:

  • Explicit alignment with the regulatory frameworks that apply to your industry (CJIS for law enforcement, HIPAA for healthcare, FedRAMP for federal, GDPR for EU, PCI-DSS for payments, SOC 2 for all)
  • ISO 27001 certification (or equivalent) as a baseline information security standard
  • Documented evidence: authorization letters, attestation reports, BAA templates, audit findings
  • A compliance liaison or documentation team that can support the buyer's legal and privacy review

Questions to ask the vendor:

  • Can you provide your latest SOC 2 Type II report?
  • What is your current FedRAMP status? Are you FedRAMP Authorized directly, or do you run on FedRAMP-authorized cloud infrastructure such as Azure Government Cloud or AWS GovCloud?
  • Do you sign Business Associate Agreements for HIPAA workloads?
  • How do you handle audit logging and what retention period do you support?

Red flag: A vendor with no clear path to FedRAMP coverage at all, either through direct authorization or through deployment on FedRAMP-authorized cloud infrastructure. Both routes are valid for federal-adjacent workloads, but a vendor who can't explain which route they take, or who has neither, is not viable for FedRAMP-bound buyers.

3. Security architecture

Security goes beyond compliance certifications. The question is how the platform actually handles data at rest, in transit, and in motion through the AI pipeline.

What to look for:

  • Encryption at rest (AES-256 minimum) and in transit (TLS 1.2 or higher)
  • Identity integration via SAML 2.0, OpenID Connect, or your enterprise IdP (Microsoft Entra ID, Okta, Ping)
  • Multi-factor authentication enforcement
  • Role-based access control with granular permissions
  • Audit logging at the user, system, and AI-action level
  • Incident response procedures and breach notification timelines

Questions to ask the vendor:

  • Walk us through what happens to a document or video from upload to AI processing to storage.
  • Where does the AI inference run, and does the data leave your infrastructure at any point?
  • Can we configure custom security policies (geo-restriction, IP whitelisting, session timeouts)?
  • What is your mean time to detect and respond to security incidents?

Red flag: A vendor that can't explain their data flow without naming third-party services that aren't covered under the same compliance posture as the main product.

4. Data residency and sovereignty

Data residency is the question of where the buyer's data physically lives and what happens to it during AI processing. For regulated industries, this is a procurement requirement, not an engineering detail.

What to look for:

  • Regional data residency options (US, EU, UK, AU, government cloud regions)
  • Explicit no-training contracts where customer data is never used to train the vendor's models
  • Clear data deletion and retention policies aligned to the buyer's records schedule
  • Subprocessor transparency: which third parties touch the data, where they're located, and under what contractual terms

Questions to ask the vendor:

  • Where is our data stored, and can we restrict it to a specific geographic region?
  • Do you use customer data to train your AI models? If yes, can we opt out, and is that opt-out enforced contractually?
  • What is your subprocessor list? Is it published or available on request?
  • What happens to our data when we terminate the contract?

Red flag: Vendors that bury training-on-input rights in their terms of service or that route AI inference through subprocessors in different jurisdictions than the storage layer.

5. Integration depth

AI that doesn't connect to existing systems creates a parallel data silo. The integration question determines whether the vendor will become part of the buyer's infrastructure or sit alongside it.

What to look for:

  • Identity provider integration (SSO via SAML 2.0 or OpenID Connect, SCIM for provisioning)
  • Storage integration (existing cloud storage, on-premises file systems, content management)
  • Business system integration (CRM, ERP, case management, EHR, claims platforms)
  • Open APIs with documented endpoints, webhooks, and rate limits
  • Pre-built connectors for common enterprise platforms (Microsoft 365, Salesforce, ServiceNow, major LMS platforms)

Questions to ask the vendor:

  • What is your standard integration approach: native, API, webhook, or third-party iPaaS?
  • Do you provide SDKs for the languages our development team uses?
  • What is your rate limit on the API, and is it configurable per tenant?
  • Can you connect to legacy on-premises systems, or only cloud-based ones?

Red flag: A vendor whose only integration option is a Zapier-style third-party connector. For enterprise scale, integration through a brittle middleware layer is a future migration project, not a solution.

6. AI model transparency and explainability

This is the criterion that didn't exist five years ago and now matters more than half the others combined. AI models that can't be explained, audited, or held to a known accuracy benchmark are unacceptable in regulated environments.

What to look for:

  • Model documentation: training data sources, model versioning, known limitations
  • Citation and source attribution for AI-generated outputs (especially RAG-based agents)
  • Hallucination controls and confidence thresholds
  • Human-in-the-loop review options for high-stakes outputs (redaction, evidence summarization, claims decisioning)
  • Bias testing and fairness documentation
  • Alignment with emerging AI governance frameworks like the NIST AI Risk Management Framework and the EU AI Act

Questions to ask the vendor:

  • How do you measure model accuracy, and can we see benchmark results on data similar to ours?
  • What is your process when a model output is wrong? How is it flagged, corrected, and prevented?
  • Can your AI agents cite their sources back to the underlying documents?
  • How do you handle model updates? Do customers get notified before model behavior changes?

Red flag: A vendor that treats their AI as a black box and refuses to discuss the model architecture or training data. "Proprietary" is not a substitute for documentation.

7. Implementation methodology

How the vendor actually deploys their platform matters as much as what the platform does. A great product with a chaotic implementation methodology is still a stalled project.   • A documented phased implementation framework (discovery, infrastructure, pilot, production, scale)
  • Realistic timeline estimates for each deployment model

  • Customer references for similar-sized deployments in similar industries
  • Post-production support: customer success management, ongoing optimization, expansion workflows

Questions to ask the vendor:

  • What does a typical 90-day implementation look like for a customer like us?
  • Who from your team will we work with, and what is their expected time allocation?
  • What is the longest implementation you've done in our industry, and what made it long?
  • What does post-go-live support look like in the first year?

Red flag: A vendor that promises 30-day production deployment for regulated workloads without naming the customer references that prove it. Realistic regulated-industry deployments take 8 to 16 weeks depending on deployment model. Anyone promising less is either misrepresenting scope or skipping the compliance review.

8. Total cost of ownership

The sticker price is rarely the real cost. Total cost of ownership for enterprise AI deployments includes licensing, infrastructure, professional services, integration work, ongoing operations, and the hidden costs of moving data and models around.

What to look for:

  • Transparent licensing structure (per-user, per-workflow, per-volume, hybrid)
  • Predictable AI processing costs (transcription, redaction, document processing per unit)
  • Infrastructure costs for non-SaaS deployments (compute, storage, network)
  • Professional services costs for implementation and ongoing optimization
  • Training and change management costs
  • Exit costs: data export, contract termination fees, migration assistance

Questions to ask the vendor:

  • What is the all-in three-year cost for the scope we've discussed, including all infrastructure and services?
  • How do AI processing costs scale as our volume grows? Is there a unit cost or a flat license?
  • What is included in standard support versus what costs extra?
  • What happens to our data and configurations if we terminate the contract?

Red flag: A vendor that quotes a low base license fee and is vague about AI processing costs. "AI as a feature" pricing has a way of becoming "AI as the largest line item" by year two.

Red flags that should disqualify a vendor outright

A few patterns should end the conversation before the demo phase:

The vendor can't produce a current compliance attestation. SOC 2 Type II, ISO 27001, FedRAMP authorization, or HIPAA BAA template should be available on request. "We're working on it" is not the same as "we have it."

The vendor's deployment model doesn't match your compliance posture. A SaaS-only vendor pitching to a CJIS-bound agency is wasting both teams' time. Same for cloud-only vendors pitching to defense or classified customers.

The vendor uses customer data to train their models without an opt-out. This is increasingly rare for enterprise vendors but still appears in some startups' default terms.

The vendor can't explain their data flow. If they can't tell you where data goes during AI processing, assume the worst.

The vendor's customer references are all in unrelated industries. A vendor with 200 retail customers and zero regulated-industry references is going to learn your industry on your dime.

How the checklist plugs into the procurement workflow

The 8-point checklist isn't a one-time exercise. It runs through four stages of vendor selection:

RFP scoping. Use the checklist to define the minimum requirements before sending the RFP. Vendors who can't meet the criteria at RFP stage shouldn't be invited to demos.

Vendor demos. Use the checklist as the demo agenda. Run each vendor through the same eight criteria with the same questions. Comparable answers, comparable evaluation.

Pilot scoping. Once shortlisted, the pilot phase tests the criteria in practice. Deployment model, security architecture, and integration depth all reveal themselves under real load that demos don't show.

Reference checks. Use the checklist to structure the reference calls. Ask the reference customers the same questions you asked the vendor and compare the answers.

Industry-specific evaluation considerations
